billstiens & Hochtkis springs (need bumpstops ?)

billstiens & Hochtkis springs (need bumpstops ?)
I only have about 3/4 of an inch between control arm and frame with oem bumps. Is that correct?. Also why do they send you a spaner wrench with billsteins.
