Well, anytime I've got the wheels off and the car on jacks, it seems like the rotors up front are kinda resistant to turning. When I turn them, you could also kinda hear the brakes slightly slightly rubbing. Is this normal? Should it be relativly easy to turn? If so, what would be the fix? There arent any bad bearing noises when the car is rolling from the inside, but the brakes do click once and a while when I release them just after a stop. Thanks!

Yes, it's not unusual for the brakes to drag a bit.
