Tie rod dust boots

I've got my tie rods out and I noticed that I can slide the dust boot up or down the pin. Is that normal? I thought the bell portion of the boot would be attached to the rod to help keep the grease in.

Yes it is normal.

No it is not "attached". However when fully assembled the center link prevents it from going anywhere.

I thought
Oh well...
