Springy steering

My steering feels really springy with initial movement. It's been a while since I have drove the car so maybe I'm just used to newer cars. But with the car off or on the steering feels like I can turn it a good bit before the wheels turn. If I turn it while its off and release it will actually spring back to neutral position.

Feels like there are springs in the shaft.

Box is in great shape so it's not that.
Steering wheel needs the loose tilt fix, but this feels different.

I'm going to install a jeep steering shaft to see if that helps.
