Play in Steering Box

I just rebuilt my steering box, but the play in the steering did not go away. While I had it open I saw that the input shaft could be rotated back and forth about 30 degrees before the worm gear started turning. Does this just mean that something is worn? Is it the "fork" that attaches the worm gear to the pump? Is there anything short of buying a new box that I can do to fix it?

There are two adjustment mechanisms on these boxes. They have to be adjusted in order, and properly with a torque wrench.

Info is on the board, I'm not familiar with the process.
