I noticed that I had a loose steering column, and naturally I thought it was the column tilt bolts. I took the whole thing apart and tightened the 3 bolts and when I finished putting it back together I noticed that it was still loose. Upon further inspection, I noticed that the shaft was what was wobbling. From what I have read, it could be a couple of things.... It's either the snap ring is bad or the ball bearings.

Is this the problem? or is it something else? what can I do to fix it? and how?
