Wield steering issue left over from P.O.

I have a weird steering issue. Is there anyway to center the steering box on an 86 camaro? Below are the pictures of the car currently. It's got a good week old alignment and all 4 sets of tierods are fairly even. The tire picture is taken with both steering arms straight.
3 turns left to stop, 1.5 turns to the right.
pictures won the load off my phone, they'll be below

both arms are straight

both wheels turned about 15 degrees

With the steering arms straight, both wheels are turned about 15 degrees to the left

It looks to me like the alignment tech messed up bad.

when the steering wheel is straight, and the pitman arm straight are the wheels cocked?

are both inner and outer tie tods on both sides of each assembly the same length? Maybe the wrong parts were installed?

is the steering wheel aftermarket? The factory ones and most quality ones are indexed/keyed and can only be installed one way, same with the pitman arm
. So something else is wrong here

Based on your numbers, it just so happens the steering wheel is off center by about 1 full revolution. What a coinkydink.

I would start looking at the steering gear and work my way through the linkage to the wheels.

Typically, the steering gear is on-center when the flat of the stub shaft is on the same side and parallel with the side cover.
