Are you refering to the thin see thru squeak preventing gaskets, that go between the top hats and the shock towers?
Becareful not to adjust the rebound to hard against the stops in either direction, they'll seize there, and you'll lose any possibilty of futher adjustment.
Edit... I'm dumb...: The purpose of the white nylon washer is to protect the shock's seal from being damaged by the bump stop and blowing out the shock. The 3 piece Konis made long ago needed these for sure. The seal on the current ones are a lot better and tougher and don't really need it. Koni still includes the washer anyways. Another supposed function is to prevent the bump stop from acting on the seal like a toilet plunger. Apparently the washer is not critical in most cases because people leave them out and don't have problems.

Is it supposed to be placed somewhere special? right now its just around the shaft sitting on top of the shock body, its not secured in any way.
What is this bump stop you speak of? the one on the control arm?

As I can remember, it just rests on there freely. Gravity keeps it where it needs to be, or the compression of the shock will slide it into place. It is only effective if you fully compress the shock, otherwise it doesn't matter if its there. As far as the bump stop, I was told that it works in concert with the control arm bump stop, I sort of repeated myself and made it confusing, I was on mobile at the time trying to type that all out. Hopefully I explained myself better.
