steering play

Hiya,
The new 86 T/A that I picked up has a lot of play in the steering wheel before it actually makes the wheels do anything. What could be the cause? The wheel feels like it isn't doing anything, then it grabs and starts to move the wheels.
Suggestions?
I have a friend replacing the struts and he's gonna have a look-see while he's at it. I'd like to have a place to start.

It could be a ton of things:
Inner/outer tie rod ends, centerlink, steering box, steering column,idler and pitman arms.

sounds like the steering box to me, my does it a teeny bit
