No.

You can't stick a 1/2" diameter lug in a 7/16" hole.

But the axles can be drilled by a competent spring & axle type of machine shop.

how about replacing our metric studs(12 or 13mm)? with 7/16" studs ?

Right... ours are 12mm, with the same shank IIRC as the older 7/16" studs had... kind of hard to pull a .500" thing through a .437" hole... but, a 7/16" stud is a few thousandths smaller than a 12mm one - very close, but smaller, so there's nothing to be gained by doing that.
