I had the same probkem on my car but I had mods. Bump the timing up to 6 degrees and run a can of intake cleaner/sea foam cleaner through it to clean out all of the passages. If that doesnt work you could get a can of emissions pass fuel additive, I think 104+ makes it.
Hope that helps!

Just a few ideas...no particular order...
1. Replace catalytic converter if you have serious mileage (anything over 60K and you may want to try that out...opinions vary on the mileage # but see #2 below)
2. Rubbing alky in the tank (1 qt + 14 gallons of gas in one of my cars made for VERY low numbers, even on 125K cats!) (Note: I have read of people using almost that much rubbing alcohol on a LOW tank. I was too lazy to burn the gas off. heh)
3. Get the car as hot as humanly possible, possibly by way of freeway blasting with tons o` acceleration/load (FYI some shops like the Test Only joints here in Kalifornia let you run the car in the lot right up to the test to keep the cats hot, not sure about other states)
4. If the O2 sensor/s is/are original and you have many miles on it/them, swap the bugger/s.
5. Change your oil and filter, ensure timing is stock, etc.
I have less-than-zero TBI knowledge, so I can only provide generic fixes... hope you pass, good luck.
Peace,
K

A high HC level is unburnt fuel in the combustion chamber. Make sure the ignition system is functioning properly (plugs, wires, cap, rotor and coil).
Set ignition timing to factory settings and change O2 sensor. Also, the engine could be experiencing a lean misfire due to low fuel pressure causing and incomplete burn and letting unburnt fuel out to the catalytic converter.
Or, the engine could be running to rich causing unburnt fuel to exit the combustion chamber.
