Throttle Sticks Checked Search

I searched for this problem already but still a lil stumped. My idles pretty fine but when ever i step on the gas the rev the engine to a certain rpm it sticks there. Being 2k-3k-4k etc, if i get off the gas it just stays there. If i hit the gas hard it comes back down to idle speed however. I checked the throttle cables by the TBI (TBI car btw) only with the car off tho and if i pull it open and let go it snaps shut. I oiled all the lil moveable parts right there with some PB Buster but still didnt do anything 2 solve the problem. Its happened to me be4 but went away. Seems to do it on colder days more often. Its not 2 common for me but common enough 2 be a pain in the ***. Thanks guys.

DID you check BOTH throttle cables... ALSO, check the cable where it connects to the pedal... TRY IT while it's running from the engine... take of the air-cleaner, you know. .. I SWEAR nothing will happen to you j/k... use a screwdriver or pliers IF the engine is already warmed up... (it'll be sort of hot) just move the lever on the drivers side of the TBI.. Actually, you should probably wait until It warms up.. that's how you drive it. ALSO , I just remembered ,,, on the passenger side of the TBI.. there is a little spring ... in the center of the side of the TBI... check that... mine stuck a little and that's what it was... WD-40 all the springs and moving lever parts ON THE OUTSIDE OF THE TBI, and maybe use a carb or injector cleaner SPRAY on the inside... (those throttle plates and bars in the TBI)
