Are all the "FREE" mods safe?
In general, can any of the Throttle Body mods (to increase airflow), be detrimental to the engine in any way? In the "TBI PART 2", it discusses shaving the throttle shafts and removing the throttle bore ridge...Is this perfectly safe? I'd like to to most of these mods, but not to cause any stability problems. I would think that these mods are all safe since its been posted and so many people have seen it...do i have any reason to worry? (as long as someone who knows what they're doing does these mods for me)

As long as you clean up the TBI unit with carb cleaner once your finished (just so you don't get metal shavings in the engine or throttle shaft bearings) and just be carefull not to nick the throttle blades, than there is really nothing to worry about.
Just do it yourself. It's really pretty easy to understand what to do once you get everything apart. It's a great learning experience, too. If you're really worried about messing your unit up, just get a spare TBI unit to modify from a junkyard, wrecked car, classifieds, etc.
