code 13, getting funky voltage from ecm

code 13, getting funky voltage from ecm
hey, TIA
Backround: 88 tbi 305, 7477 ecm
Problem: Throwing code 13 once warmed up, I backprobed pin d7 at the ecm and got a consant .397 volts, unplugged o2 sensor, checked voltage from sensor and got a normal slightly varying voltage. With the sensor still unplugged I took another reading at d7 and still got .397 volts. I threw my other o2 sensor on anyways and it worked for a day and then started doing the same thing. Next I put in my spare ecm(also a 7477 with same chip) and it didn't chage a thing. The wire is not damaged. I tried searching and checked all my references and I couldn't find anything, so now I turn to you. Any help is appreciated. Thanx

have u used silicone in your car recently?? grumpy started a thread saying that cylicone i belive it was kills a o2 sensor almost immediantly do a search for it i cant remember what exactly it was called but i think grumpy was the one that made the statement
