tuning with o2 sensor

Do I just tap into the o2 wire then ground the negative terminal from the digital volt meter to the body?

Yeah I read the tech article, but for some reason I was thinking you meant to chop off o2 wire which made no sense to me at all.

On another note: To adjust the TPS sensor we just do it the same way TPI does correct?

pretty much except our idle voltage should be higher ive seen everything from .7 to .95 in the service manuals. Just adjust it to where you get past 4 volts wot
