Help fuel pump question?

I'm trying to see if my fuel pump is working as my car is acting as if it is not. Tried to do a fuel flow test, so opened up the fuel line and when I turned it to the ignition to the on position the fuel pump kicked on for a few seconds but got no fuel out at all. The only way it will flow it when your cranking it, which at that point it flows fine. Should the fuel pump charge as long as you turn the power on (not cranking) and keep going until it is presuarized??????

Does it take a few seconds of cranking for the fuel to start flowing? If so, your fuel pump relay is probably fried. To avoid stranding you, the fuel pump is also energized when the oil pressure goes over a certain point, like when you're cranking the engine.
