I dont understand this. Someone please explain what they mean. Also how can you tell when you are in one and not the other.

Closed loop mode is when the computer uses the oxygen sensor input to adjust fuel delivery to keep air/fuel ratio in the right range. The oxygen sensor is ignored in open loop mode.
The car will enter closed loop when it's warmed up and at "normal" throttle. If it isn't warmed up yet, or you're standing on the throttle it'll go into open loop mode.
