305 TBI help
I have an 89 RS with the L03 (TBI 305) engine in it and a 5-speed. I added a Flowmaster cat-back, and that helped a little, but the biggest difference I've done so far is adding headers to the aftermarket cat-back. The headers offer a definite seat of the pants improvement and the car pulls much harder then it used to.
After you've opened the exhaust up, you can start by changing the TBI intake to a carb intake with a TBI adapter (adapter made by Holley), and changing the heads. To maintain your street legality with the least amount of custom work, the World Products S/R Torquer 305s are probably your best bet. They're only $730 a pair (assembled) and should provide you with a definite increase in power.
The other heads you'll hear about for the 305s are the Vortecs and the L98 Vette heads. Neither of these have the EGR ports in the head so you'll lose your street legal status (although some people do it and get away with it), as well as your EGR system. Furthermore, the Vortec heads have 64 cc combustion chambers which will lower your compression. No doubt you'll get a power increase with the Vortecs, but the lost compression will slightly offset the gains that would have been made if the Vortecs came with 64cc chambers. The Vortec springs are also only good to about .450" of lift, which will limit your cam choices unless you change the springs. The L98 Vette heads have the advantage of being aluminum, they still flow good(Hey, they power the 355 hp ZZ4), but they don't flow as well as the Vortecs, and they have the smaller 58cc combustion chamber which will maintain your compression. They also comes with springs that are good to .500" of lift which will increase your cam choices dramatically without needing to change valve springs. The L98 heads are available assembled for about $800/pair, while the Vortecs are available assembled for about $450/pair. You can the price makes the Vortecs very attractive.
As far as intakes go, the Vortecs require their own type of intake, the L98 Vette heads require 86 and before intakes, while the S/R Torquer 305s are available for either 86 and before or 87+ intakes.
Whatever you do, I'd say start with exhaust, let the engine breathe out better and then you can start adding heads and intakes to let it breathe in better.

you can do just about anything with a 305 tbi. tonsd of performance stuff for every part of the car.
