350 Won't Start-Only Backfires

350 Won't Start-Only Backfires
I've got a 350 sitting in my Camaro, it was already swapped when I bought it, and run good until I blew the motor up, I've got this one in and it won't start, just turns over and and if I hold the throttle open it'll backfire through the TBI. I'm sure I have the timing right, cause I set it with the valve covers off to watch the rockers and also by the timing mark on the balancer.
I've set and reset the valves, but that still maybe the problem...
