Do mod chips actually work?

Do mod chips actually work? I often see them advertised cheap all over the internet, but do they work? If so, where is the best place or website to get one of them from?

Nope, snake oil, muffler bearing lube, blinker fluid, tornado wannabe..........or simply no they won't work.
