Either I am retarded or my TPS is bad
Pretty sure I am measuring correctly for the voltage (followed the Chilton manual) but I am getting a reading of 5.06 volts. If I move the TPS up and down I get a reading between 4.86 and 5.06 so obviously something is way off. I way measuring because I have a few problems right now with the car such as a stumble and code 44. Now I am getting a code 22 for the tps because I can't figure where to set it at because the readings are so far off.

I had the same problem and it was the Tps and the Map sensor,The map sensor controls a lot more than people think.And i also got code 22,and 44 plus a couple others,might be a place to start

Check your grounds, black wire of your TPS (Pin A I think) sensor should be grounded.

Sounds more like you have probed the 5V reference wire and not the signal wire. I would recheck to make sure you were checking the proper wire. Probe the other wires and check to see if you get the correct reading.. You should start at about .5 to .8V at idle and should slowly work up to about 4.5V at WOT..

That is possibly true, but if the ground pin at TPS is not connected to ground the resultant voltage on the TPS signal line will be close to reference voltage which about 5 volts give a take. Still, look for open ground pin on TPS connector, reference voltage is there, but ground is missing! TPS itself may have broken ground lead (internally to sensor itself) - disconnect TPS connector - measure resistance from A to C - should about measure about 4kOhm. Measure between A & B or B & C and move throttle shaft - resistance should vary between 4.9 kOhm and 900 Ohms or vise versa. Absolute resistance value may differ, but should be similar between various TPS part numbers. TPS sensor wire should be dark blue wire, Pin B of the TPS connector.
