I'm using my Camaro as a DD now. I'm planning to update and maximize during the summer. It's a stock 92RS , 700R4, TPI CAI w/ Caddy hat and 3" catback. I have to stay emissions legal so headerw/airtubes are necessary.
I've been seeing RPM's from 1000 to 1600 or so in 4th. The tach seems consistent enough and agrees with a digital timing light at idle.
I 'm trying to figure what mods would make this RPM range most efficient. I plan to datalog and burn if I can get the damn laptop and cable to work ( I'm still not sure which is holding me up).
Any suggestions?

Small cam, heads with small intake ports, small primary long tube headers, and a smaller 2.5" cat back would be the ideal setup for low RPM grunt and efficiency. Your stock, so you pretty much have the ideal setup already. From the factory, these cars where set up for 30+ MPG highway. All you can really do is some tuning to dial in teh spark, fuel, and highway mode operation. Not using the CAI in the winter will also help fuel economy as the ECM cant really compensate for the cold air.

I didn't realize CAI could be bad in winter. I've experienced no problems in 4 years. Mileage has been good. Power has been OK.

When you say "narrow primary long tubes", are you referring to 1 5/8 primary or smaller? Normally, the talk here is 1 5/8" on stock motors but any kinds of other engine mods call for 1 3/4". I 'm also concerned with ground clearance
