1. Turn ignition on.
2. connect digital voltmeter black wire to ground. and red wire to the center wire of tps (TPS should be still nconnected to wire from ecu.)
3. Read the voltage (it should be ~0.5 V)
if you get higher voltage adjust TPS posision to 0.5 V.
4. Slowly open the trottle.
while opening voltage should increase up to 4.5-5.0V at WOT
If Your voltage doesnt change You have worn TPS.
If you do not get voltage on TPS at all disconnect tps and measure voltage between two side pins. on a wire connector.
You should read ~5V (or -5.0V if wrong polarity) if You dont read 5V make sure ignition is on. If ignition is on and no voltage check wires to ecu etc.
If voltage between a central pin and ground is constant while opening and is ~5.0v check TPS ground wire. if groung is OK than You have bad TPS.

TPS is adjustable on any car.
With any scan -tool you can see only what ECU sees. For example if You have worn TPS ground wire ECU will cause TPS error code (because voltage on TPS central wire will not change during trottle moving) while TPS itself is good.
I really suggest you to perform test above.
