Cold Idle Issues

First off, let me apologize for posting yet another topic on the search for the seemingly elusive proper idle. I have read through at least a couple dozen different threads related to idle issues on the TBI system. Many of which seemed hopeful but obviously I have not found what I'm looking for. Here is where I'm at.....So my set up is an "88 LO5 with the '7747 ECM. Basically my problems are mostly concentrated at start up when the ambient temperature is cold. Typically, it will crank for 2-3 seconds and start. It will then typically run 4-5 seconds and then die. If you add any throttle position, it typically will start immediately and run. If you let off the throttle, it will idle up and down and typically come very close to stalling, if it doesn’t stall. I've set IAC and TPS several times with basically no results in providing a solution. So here is my question. When the outside temp is cold and I start the motor, shouldn’t it idle at a higher speed based on input from CTS? I know that all my sensors are functioning and are giving values within proper specifications. I have yet to actually be able to just walk out, turn the key, and know that the car will stay running, especially when it’s cold outside. I've noticed my integrator typically sits around 130-132 and my BLM is up around 155~.I might add that this engine was swapped from and '88 c/k 1500 to an '81 F-body. Another factor might be that I am only getting about 16 in/hg of vacuum. I live at about 5000 ft so even at that level, 16in/hg seems low. I have an AutoXray scanner that I’ve been using to try and diagnose so I have access to all the live data. Please, if I’m missing something obvious or ignoring a check, let me know. Any input would be greatly appreciated.
