I am stuck in the middle of a TCC electronic diagnosis. I followwing flow chart in my FSM and the last set of tests are to be performed with a Tech-1. Are there any program that could do the same using my laptop?

Yup! All the info is in the stickys. Since we don't even know a vehicle your working on it's hard to point you in the right direction. Like if you had a 1227747 ECM in a truck you could use WinALDL and a cable from ALDLcable.com

 

my fault man, 1993 L03 Caprice isaw that it say up to 93 caprice and f body. I saw videos of 93 using program.
will some features be amiss with my ecm?

 

Pretty sure it's a 1228746 ECM that WinALDL will take care of.

 

got TCC problem fixed with new temp sensor. I also installed new egr valve, IAC, delphi O2 sensor, and knock sensor. I also found a chafed evap purge solenoid wire and fixed. when I get back I am tracing each vacuum line in engine bay. I getfrom time to time a stumble/surge while at a stop lightbut only after being in closed loop for a while; like after a drive on highway or 30 mins of stop and go. I did some datalogging off tuner pro rt and not exactly sure what I am looking at. doing some searches but any direction would be great. I swapped wires as well and probably will do cap and rotor. dont know if Borg Warner or accel have any comparison, but they are within 50 cents of each other.
