Idling problem

My 91RS tbi idles high around 2000 in park an when I'm at a stop light it will be around 400 to 600 it changes constantly at stop lights an sounds like it wants to die. I'm new to tbi. And have no idea on how to tune one any suggestions on what I should do?
Thanks
