83 TA Pace Car CFI fuel pump issue

Hey everyone, my father in law has an issue he cannot figure out. He has a 83 TA with CFI and its 100 percent stock. It quit running and he tried several different FP relays but nothing will change the voltage at the pump, which is a steady 8V. Anyone have any ideas? Thanks!

Is the pump bad? It's just an electric motor, after all. If it's got a short in the windings it's going to draw more juice (lower voltage at the pump) and pump less fuel.

I understand that, but it has 8 volts on the feed lead when its not connected to the pump.

Well if the battery has 12 volts and it drops to 8 at the pump connector that would seem to indicate that there is a problem with wires / relays / whatever in between the two. I would get out the multimeter and wiring diagram and start doing tests along the path to the fuel pump.

I can do that but just wanted to make sure this wasn't a common GM issue like so much of the stuff is.
