Car hunts for idle?

Car: 84 camaro, 88 trans am, 98 camaro
Engine: Modded , stock, LSX modded
Transmission: 700r4, 700r4, t-56
Axle/Gears: 327, 308, 373
Car hunts for idle?
1988 trans am, stock 305/auto... new fuel pump, filter, rebuilt TBI / cleaned and flowed injectors, new 02, new plugs, wires, cap and rotor, newer cat back exhaust and a few other odds and ends...
SES light stays on code 12.
Car seems to run good on initial start up, but once it warms up or goes into close loop she bogs down and trys to stay running and continues too below 500rpms give or take and sounds more or less like it is hunting for idle. the car is timed, i even tried to advance it 3* before hooking in the EST back up... The odd thing is once you shut the car off and try to start it again it will fire for a second then die you'll hear a load woosh come out of the tbi and the engine will rotate backwards less then a full crank rotation, you would think that timing was off but its not which i find odd. I wish i still had my alda cable but i don't... I would like to data log to see, i stil might make a new alda cable... everything seems to be ok im starting to wounder if its the ignition control module? is there a way to bench test the icm?

Does your heater control valve leak vacuum (hissing behind the dash)?
