I have read here over the years threads concerning the spacer and the best that was said was a little bit more throttle response. 40 HP is crazy talk. The injectors raised up a little would allow air to flow by easier but $40.00 to raze your injectors 1/4in. and then there will most likely be issues with the fuel lines being short/adapters necessary.
If you decide to do it keep us informed.

What type of air cleaner assembly do you have ?

the 1/4 spacer helps a tiny bit. spring and spacer for 40hp. NO WAY!!!!!!!!! never!!!! maybe 10 all together with all tbi mods. that may be pushing it. making it run a little better. yes!!!!!!

When I did the swap it offered a little better throttle response and the mid range felt a little crisper but that's about it. It's not a bolt in and go affair. It takes a little modification to the throttle bracketry.
