A few issues after sitting for a few years

OK, my 92 RS has been sitting for 4 years, it had 225k and was worn out but still ran fine, I just got back to working on it, changed all the suspension parts, new struts and shocks, bushings, changed fluids. Anyway on taking a test drive it felt down on power and overheated after about 20 min. just driving down the hwy., I checked for a clean unobstructed radiator, and intact front air dam, I took out the thermostat and confirmed proper flow by looking in radiator while running without restriction and it looked fine, re-installed NEW 180 deg., made sure fan was working and also checked timing using a dial-back light and with the advanced wire disconnected, it was still set at 4 deg. advanced where it has always ran best, I did notice that when giving it throttle while watching the marks it would go from 4 deg. advanced at idle of about 750 to 0 at 1000 rpm, then advance to 18 deg. at 3000 rpm, then hooking the disconnected wire back in I get the same results. How much advance should I get revving the engine at idle? I also noticed the timing mark would fluctuate about 2 deg. at 3000 rpm. is this proper timing operation? I'm thinking I should be getting 30+ deg. advanced, so if my timing is retarded going down the road it may overheat.
