Stumbling at idle?

Stumbling at idle?
Hot or Cold weather this happens:
When I start up my car in either hot or cold weather, it will idle up (IAC) and hold for a second. Then the idle will drop to about 200 or so, the car will act like its about to cut off and then the idle will pick up to about 1000, then drop again, repeating this for a while. It never quite goes away.
I've replaced sensors (coolant temp, oxygen, map, tps). Also replaced IAC. I haven't replaced the IAT yet, though I think that'll be my next step. The problem still occurs, however.
Any ideas? I just need to get it running good until I can afford to throw another engine in the bay.
