What exactly are plug cuts?

What exactly are plug cuts. I have always read my plugs to see if i'm runing rich or lean or to see if I'm detonating. I have always heard it refered to as plug reading. Are plug cuts the same thing or do your actually cut threads or somthing off the plugs to take a look at the lower part of the insulator? I have heard of racers using magnifying glasses to look at the base of the insulater.
