Question about proper bolt torque

Question about proper bolt torque

I am using 3/8 bolts on the caliper mounting plate. I calculated that at 40 ft?#'s there is more than enough pressure to keep the spacers from moving (between the axle flange and the caliper mounting plate. The service manual says to torque them to 74 ft/3's though... so I did. I had to remove the bolts and found little pieces of metal shavings on the bolt. Am I tightening the bolts too much? They are grade 8 so they should be able to take the abuse. I am just concerned that I am actually over torquing the bolts.
