Lock cylinder won't release key

OK heres what is happening I have bought a new lock cylinder for my 84 camaro and am installing it. When I install the lock cylinder I make sure that it is in the position in which that I can take the key out. Once I start putting the lock cylinder in the steering column I have to turn the lock cylinder a little bit up so that it goes out of the position where I can take the key out in order to be able to get the cylinder into the steering column. I can still start the car and turn it off when the lock cylinder is in the steering column but I can not get the lock cylinder to turn back far enough so that it will go into position for the lock cylinder to release the key. When I put the car into Neutral though (it is an automatic) I can get the lock cylinder to turn back far enough so that the key will release. Any help with this is greatly appreciated ive ben looking through manuals and trying to make heads and tails of everything I have some ideas but im not 100% poistive would like feedback from you guys before I go ripping apart my steering column to far

Didn't really understand what you posted, but I just replaced a VATS lock cylinder($82 with 1 key) and to slide the cylinder in I believe both the cylinder and "linkage" both had to be in on/run postion, then once everything was in place, I could turn the key back and release/take out like normal. I did this on an 89 GTA with steering wheel radio controls.
