Checking my Timming

I was checking out my timming because my temp gets up to about 230 even with a new aluminium radiator. I was told that the timming could affect that(true or not I do not know). My timming is at about 15 degrees. The sticker under the hood says that it should be 6 degrees. My question: is 15 degrees ok, bad, terrible, good or what? Any help would be appreciated.
