tried a lot, fuel pump still not priming

i have a 92 camaro RS, 305, tbi and the fuel pump is NOT priming at all. i tried to bypass VATS as well as changing the fuel pump relay but still nothing. i just got a new fuel pump in about a month ago. the car will run on starter fluid and the injectors are pulsing, but it seems like its just the fuel pump not priming that is causing my problems. please help me ouT!

When the ignition is forst turned on, the pump should run for two seconds. The pump should run again as soon as the ECM detects distributor regerence pulses (from cranking). The pump drive output of the ECM operates the realy, and if this isn't working either a logic condition isn't satisfied in the ECM or the output hardware has failed. Meter the pump relay operating coil voltage with the relay connected while having as assistant turn the ignition ON. You get two seconds, then have to turn the ignition off for 20 seconds before the cycle will repeat. You could also have the assistane "bump" the starter to generate a distributor reference pulse to enable the pump relay circuit again.

If the pump doesn't get a voltage increase, you may not have satisfied the VATS, may have a poor electrical connection at the ECM, may have a bad relay ground, or may have an ECM hardware problem.

just code 54 now

i took of the power cable for my amp and that got rid of code 53... yay!.. now its the dreaded code 54 i've been scared of from all this reading. by no means am i an electronics guy, although i did do my own system install i have no clue how or where i need to measure the voltage for my pump relay or pump, can someone please let me know pretty much exactly where and how to do it, thanks.
