how do you tell a good iac from a bad one?

how do you tell a good iac from a bad one?
how do you know when you have a bad iac valve? my car has lots of ideling problems so i took out the iac it had some crap on it but not to much... it it supposed to move ? mine dosent.... what does it do?

Axle/Gears: 4.11
When the TB blades close, the valve opens and lets air in to keep the motor running.
I don't know how to tell if its bad or not. Mine might be F***keD as well. I'm not sure:lala:
