SES light but no error code
My SES light is on almost all the time and the driver side fan starts up with the car
I tried to pull the codes but the SES light stays on without even giving a code "12"
The engine is running like crap aswell
Do I have a bad ECM? Prom?
And where is the ECM located in a 1989 Camaro IROC?

Not sure on the diagnosis on your car but the ECM is in side the dash, on the passenger side. Drop the panel were the passenger feet go and it's tucked up inside.
Have you tried either pulling the ECM fuse and disconnecting the battery and dumping the computer, then restarting? See if the SES light comes back on again with no codes.

Your diagnostic request line (wire on terminal 'B' of the ALDL) may be grounded. You could have a failed ECM, or a failed PROM.
Watch the SES as soon as you turn on the ignition without cranking the engine. It should go on briefly, then off, then back on. If it doesn't go ON-OFF-ON, you may have a failed ECM. I'd try Rob's idea first - dump power for about five minutes.

I tried dumping just the positive power not negative
and the problem keeps coming back
I seems like it fixes the problem and it will give out the 12 code but after 5 minutes or so
I'll try to start the car again and the fan is back on and the SES light is on full time and I can't get a 12 code
