Won't go above 5600 RPM's

I just recently installed an edelbrock intake, cam and springs. The sales rep told me that with the springs i put in, the engine should redline between 6200 and 6500. The stock springs redlined at 5000.
My problem is that when I hold it in gear it slows down at 5500 and won't go above 5600. It acts the same way in netural, so I can't be floating the valves. When it gets up to 5600 it doesn't feel like its missing on any cylinders, but instead feels like a rev limiter. And when I let the RPM's back down it then runs like its missing a cylinder or two for about 20 seconds then it runs fine again.
I asked a hypertech rep if any camaros that year came equipped with a rev limiter and he said no.

So what do you guys think the problem is?

Sounds to me like a fuel delivery problem (ie your motor isn't getting enough gas). Are you still running the stock fuel pump? How old is your fuel filter? If you're still running the stock qjet, you might want to tweak the secondaries on it and check to see if the float isn't sticking and is at the proper level. Another thing, i assume you still have the stock heads. I don't know the specs on that cam but your combo as is isn't going to work very well at 6K until you replace those heads or at least have some work done to them. You should still be able to rev up there in neutral but its something to think about.

free up the exhaust and you ought to see more power, higher rpms

I replaced the fuel filter about a month ago, i spliced in a new filter into the fuel line and took out the old one. The new one is an 1 1/2 in diameter and 2 1/2 long so it should be awile before that one has to be replaced. I am still using the stock fuel pump. I'm running the orginal QJet, but i installed a carberator kit so the secondarys are bigger and should be able to handle 6000 RPM's.
When I replaced the springs I gave the heads a valve job, but I didn't have the money to have them worked on. The exhaust is pretty free with the cutouts that I run right under the stock manifolds.

As Ede said cut-outs or not you are still not getting enough flow with those stock manifolds. Get some headers. After the other mods, why not? That 90* turn sucks....

how's a carb kit make the secondaries bigger

Since I live in California there's those damn emissions laws. When it goes through a smog check it only uses the primary jets. So, since during the smog check it doesn't use the secondary jets I can put in bigger jets and still pass. So, when I said the secondaries were bigger I was talking about the jets.

And as for the ignition system it's all stock, but I don't think that it's the problem because it will run steady at 5600, it just won't go any higher.
