Engine Oil Priming

I'm priming my engine with a 3/8in drill and a Summit primer. For some strange reason 15 out of the 16 rocker arms are getting a good flow of oil. The Number 2 Intake is BONE DRY, after about 30 minutes of priming. I took the push rod out and its not clog but have oil on the bottom end and for what I can see there is oil sitting on the lifter, but for some reason its not making it up to the top. Any Idea whats going on or should I just continue to prime and see what happens. I know I should have done this before putting the intake on. My only thought is that I could have a bad lifter. Once again every other rockers has a steady flow of oil.
Thanks for the help in advance...

the oil hole in nthe lifter isn't in line with the oil galley to allow oil in it. i wouldn't worry about it and i wouldn't bother trying to prime an engine.
