emissions inspection

i have a 67 283 engine and a th200-4r tranny in an 84 camaro. none of the emissions stuff is hooked up. for state (virginia) inpection you have to have the stuff hooked up but dosn't have to work. i was told that if you have 3 major components changed you don't have to have it hooked up for emissions. it would be like having a 67 impala with an 84 camaro body.

does anyone know if this is true? if so, what would be considered a 3rd major component?
