Ice,

In colder temperatures, the humidity in the air will condense in the exhaust system as it cools. On cold engine start, the moisture begins to evaporate and gets expelled out the exhaust as vapor (white colored). This moisture combined with any smoke from either a rich condition and/or oil smoke from leaking valve stem seals or poorly sealed rings can create some odd colored exhaust combinations. The moisture should get eliminated after about 20 minutes of driving on even the coldest days. After that, only the normal atmospheric moisture that is in the intake air gets pushed out the exhaust, so the color should change as the water vapor diminishes. Usually, at much below 0°F, water vapor is evident any time the engine is running, but as diminished levels compared to the start up moisture. And it isn't quite that cold in Toronto right now.
