Is the horsepower rating for the newer t/a's (2000-2002) at the crank or at the wheels?

Although they have been known to be underrated. Some 305hp cars have made high 290s at the rear wheels when stock. There was a test done a while ago about a 305hp firebird putting more power to the wheels than a 345hp vette of the same year.
