Engine Hesitating

Engine Hesitating
I have a '92 RS with the TBI 305, I am having an intermitant problem that rears its ugly face every other time I drive my car or so. I will be driving along just fine, when all of a sudden the engine will cut down, from 3000 to 1500 RPM or so really quick, then jump back up causing the car to lurch back and then forward. Does it when i am driving around town, never had it happen on the freeway. What is causing this? The fact that it doesn't do it all the time has me stumped..what should i be looking for?

it snowed 3 inches today so I havent been able to do anything.
Is the question to basic or too hard to pin it on something? Please guys, I am new to this. Never did more than basic maintence items like oil, plugs, etc.
