Speedometer not working, and needs EGC. HELP!

I just got a 1991 Camaro RS for $1500....and the person said it needed a tune up (plug, plug wires, and a fuel filter), and it would run fine. At the moment he has the idle up quite high to stop it from stalling. But I took it somewhere and they said that the EGC Valve needs to be replaced. What will this cost me, and do you know if this could be a solution.
Also, another problem. The speedometer is not working all the time. It fluxuates. Some times it works, and some other times it wont.
I am not mechanically inclined. but, if it is something fairly simple maybe I can do it?
V6 by the way.

You should have the 3.1L V-6. What you may be describing is the E.G.R. valve. Any leakage there will cause a higher but poor quality idle, as well as generally poor operation at any RPM.
You should be able to diagnose/replace the system yourself without any special tools.
The fisrt thing to do, however, is perform all the normal maintenance for a car of that age and mileage. Replace spark plugs, test/replace wires, replace the distributor cap and rotor, change oil and filter, inspect/flush the cooling system, clean the throttle body and IAC air passages, change the air filter, inspect belts, coolant and vacuum hoses, change the fuel filter, etc.
Once the maintnenace is current, you can concentrate on the things that aren't right without any worries about whether the primary systems are relaible.

Yes you are right, it is the E.G.R Valve, I must have miss understood. The person that had it before me acually knew it was stalling out (I knew too, but he told me it would not be much to fix, acually he told me a tune up with a fuel filter, sparks, and plugs). But, I went somewhere else and they told me it would be the E.G.R. Also, when the person told me it was the E.G.R Valve, he took off the thing that made the idle high, and then that was higher at times, and really low at others.
Ok, I have no knowledge, at all, on this type of stuff. You could help me out by telling me how hard it really is. I am someone that just learned what a E.G.R Valve is, I know what the top part is now. heh. Thats about it. I have absolutly no knowledge of the mechanics of cars. Ok, the person before me gave me the repair guide that he bought for the car. I again dont know how to do this stuff, but do you think that I could do it by reading the book?
Also, how about the speedometer? That is very important to me because I can't get any tickets. I will check in the book. If it is just a loose connection, do you think that I could do that?
