Could a bad coil blow a fuse?

That's the quesiton, could a bad, or weak coil blow a fuse? How can I check for a weak coil? The haynes manual gives some tests for a bad coil, but would this work for a weak coil as well?

Anybody have an idea? It's the gauge fuse I'm asking about in particular. I think the coil is in the circiut. Could a weak coil create enough resitance to blow the "GAGE" fuse?
