Fuel pump or electrical problem?

Car: 1994 Z28
Engine: 5.7 LT1
Transmission: T56
Fuel pump or electrical problem?
I just wanted to post this to see if anyone has experienced this.
A couple of months ago, my fuel pump went out. 305 TBI
I replaced it with one from the local auto parts store.
It worked well for about a week. Then it went out again.
So I bought one from the Dealership and installed it.
I didn't put it in the tank and put everything up, I wanted to make sure it would work first.
So I left the pump out (connected and all), turned the key on the ingnition. Not all the way, just turned for accessories.
The pump did not come on! I was told it may be the ignition thing on the column. It may need to be adjusted.
Because when you turn the key like you are going to start it, the pump comes on. It's not the relay because that's new.
I really don't want to take this in to a mechanic shop or the dealership technician and get azz raped when they overcharge me for labor!!!
Any help or comments are appreciated!
