Car wont' start...V.A.T.S. maybe?

My brother has an '89 Iroc w/350 tpi. Last night he couldnt' get his car to start. all the accessories will come on including the fuel pump but the engine won't turn over. The battery is good and so is all the connections. When you bypass the starter the engine will turn over but won't start. We've pretty much narrowed it down to the computer disabling it to start. Could this be a V.A.T.S. problem? I was thinking maybe the ignition went out and so it's not recognizing the key and won't let it start? Help me out!

I had a problem with the Neutral/Saftey switch once. It did pretty much the same thing.

Does your brother have a rear hatch release button? Try it, and if it also doesn't operate I would guess it's a Neutral/Saftey switch. They're about $20 at any auto parts store and easy to replace. There may also be something in a repair manual on how to test it.

Observe teh SECURITY lamp on the dash when you attempt to start the engine. What does it do?
