fuel pressure gauge inaccurate?

fuel pressure gauge inaccurate?

i just got a new fuel line for my double pumper that has a fuel pressure gauge installed on it, it showed about 3 lbs of pressure when the car is running.. would the car actually run with pressure that low or is the gauge inaccurate? it runs kinda ****ty right now so im wondering if thats my problem but im not sure if i should believe the gauge or not.. also does anybody know how the adjust a mallory fuel pressure regulator? i thought it was the hex key bolt on the top but it doesnt seem to change the pressure at all when i turn it in either direction..

could it be that my fuel filter is actually clogged enough to only allow 2 psi of flow? i have no idea how old it is and im planning on replacing it this weekend.. now that i think about it im thinking it is pretty dirty because my other filter after the regulator actually has some **** in it....
