I also have a '91 Z28 with hatch problems.
I have the same problem as you did. My motor will not pull the hatch down. Can you tell me exactly what you did to fix yours?

What I did was delete the hatch motor. All I did was lower the thing down allitle bit. and now I close it and it stays down. Don't have the hatch switch anymore though but I don't care.
